Hampton School Board Approves Chief of Staff


At the June 7, 2023, meeting of the Hampton School Board, Dr. John Caggiano was approved as deputy superintendent and chief of staff, effective July 1. Caggiano has been a member of the Hampton City Schools (HCS) Division Leadership Team since 2011, currently serving as deputy superintendent of curriculum, instruction, and assessment (2015-present) and the executive director of school leadership (2011-2015). 


The deputy superintendent and chief of staff will provide support for the division superintendent, representing the superintendent when they are not present, prioritizing and facilitating the resolution of critical issues on behalf of the superintendent and ensuring that the superintendent is informed and engaged appropriately in key organizational decisions. This role reports to the division superintendent and is a critical member of the division leadership team, serving as a liaison and trusted advisor to the School Board, city leaders, and external agencies and partners to drive the implementation of strategic initiatives in support of the division's mission.


Dr. Richard Mason, Chair of the School Board states, “Under the direction of the next superintendent, Dr. Raymond Haynes, the Board has approved Dr. John Caggiano as chief of staff. Considering Dr. Caggiano's exceptional leadership abilities, strategic mindset, and unwavering commitment to excellence, we are confident that he is an ideal fit for the chief of staff position with Hampton City Schools and wholeheartedly support the next superintendent’s request. Dr. Haynes has shared with the Board that this position will enhance the division's growth and allow us to reach new heights. Prior to Caggiano’s role on the division’s leadership team, he has served as an elementary and middle school principal as well as an elementary school assistant principal and teacher. He was an adjunct professor at the College of William & Mary in 2013 as well as Old Dominion University from 2010 to present. He has numerous achievements, community service, and published books and articles, to include co-authoring the book Look, Listen, Learn, Lead: A District-wide Systems Approach to Teaching and Learning in PreK-12.


Caggiano shares, “I am honored to accept the position as HCS deputy superintendent and chief of staff within the school division where I have dedicated the majority of my career. This opportunity brings a new chapter in my professional journey, allowing me to contribute to the growth and success of our division in a greater capacity. I am particularly excited about the prospect of supporting our incoming Superintendent of Schools, Dr. Raymond Haynes, and working hand in hand to advance the School Board and city’s vision for educational excellence. Together, we will build upon the strong foundation laid by our predecessors, nurturing a collaborative environment that empowers our educators and inspires our students to reach their fullest potential. I am grateful for the trust and confidence placed in me, and I am eager about the journey ahead.”


He has a bachelor’s degree in business administration from James Madison University, an early childhood certification from Norfolk State University, and a master’s in educational leadership from the College of William & Mary. Caggiano furthered his education by earning a doctorate in educational administration from the College of William & Mary.
